Leadership cannot be delegated
Top management can delegate tasks; it retains responsibility for the effectiveness of the system. Leadership is demonstrated through decisions, resources and follow-up, not through the ceremonial presence of an officeholder.
Clean cycles and the blind spot

The ISO Survey 2024 is read here with its methodological caveat: the jump in the series reflects a change in the survey's data source, not real growth. What the series does support, edition after edition, is that Latin America certifies an order of magnitude below the global leaders. That gap has identifiable causes — regulation that does not reward certification, supply chains that do not require it, certificates treated as destinations — and none is resolved by certifying faster.
