The verifiable state · governments that cannot demonstrate
Transparency publishes · verifiability enables reconstruction. A verifiable state retains sufficient traces for a third party to connect decision, budget, implementation and outcome, and to identify precisely which part is unavailable or cannot be verified.
Corruption and economic cost in Latin America · review of public evidence
Figures on the cost of regional corruption travel from summit to summit; few withstand the question «who measured it and how?». This review separates what has documentary support — bribery (FMI, 2016), regional wasteful spending (BID, 2018) — from what circulates as a chain of citations, and breaks down the cost into four separately measurable components: bribery, overpricing, underprovision and opportunity cost.
